- Governance and capital generation for development and operations of the company, providing service to 90 pilots-in-training over a 42-month period, at $CND 30 million per pilot.
- Countries of pilot origin include the smaller NATO nations, Indo-pacific nations and select South American entities.
- Phase One is scheduled for 20 years.
CONFIDENTIAL – Energy Corridor on the Canadian 58th Parallel – Owned, Controlled and Operated by the Nations (First Nations and Metis)
- Conceptual design, corporate organization and Counsel to the Nations’ owners on the Corridor, scheduled for a 10-year construction period with estimated capital cost $CND 30 billion.
- Negotiation strategy and tactics with Limited Liability Partners for major Corridor components, including an HVDC powerline (2500 MW), an LNG Pipeline, an all-weather Trans-Nation roadway (900km), contemporary fibre optic hardwire capability, a liquid hydrogen pipeline to tidewater, distribution energy to population settlements, mine developments and expansion of port facilities.

AIR TRANSPORTATION INFRASTRUCTURE – Canadian Investment – For the Civil Aviation Authority in Brazil, General Counsel on Supply of Trade and Investment Capabilities from Canadian Firms
- This engagement focused on participation in the Airports Council International Latin America and Caribbean Regional Assembly in Rio de Janeiro, bringing together nearly four hundred aviation authorities in the entire region, development of a directory of Canadian suppliers to air transportation and advance intelligence on merchant bank finance of air transportation infrastructure including but not limited to airports and ancillary products and services.
AVIATION INVESTMENT – For the Airports Authority of Jamaica (AAJ)
- General counsel, advice and management support to the AAJ for a specialized trade show involving medium sized suppliers to air transportation in the Caribbean and Latin America.
- This work included the development of a directory of Canadian suppliers to air transportation, assessment of Canadian supplier investment potential and participation in negotiations with development assistance organizations.
COMMUNICATIONS – Capital City Development Corporation (CCDC), Lilongwe, Malawi
- Design and development of a promotional document reflecting CCDC’s responsibility for managing the new capital city of the country.
- This technical document addressed the new international airport, establishment of a manufacturing and light industrial base to serve the regional market of the Southern Africa Development Co-ordinating Committee (SADCC) countries and defined capital requirements for the ensuing twenty-five years.
CONFIDENTIAL – Central America, Canadian Mining Client
- Design of an economic and social program wherein the investment disbursement lines of the mining company were directed to revenue of indigenous, newly organized commercial enterprises within the mining region.
- Economic and social costs and benefits were quantified.
CONFIDENTIAL – International Not-For-Profit Voluntary Organization
- Design and analysis of American and Canadian foundations to facilitate capital generation through philanthropy with targets in the seven-figure range.
- This engagement required design of the governance structures, management systems, information systems and compliance protocols for taxation purposes.
FOR FOUNDATIONS IN HUMAN RIGHTS (in honour of a retired provincial Chief Justice), Universities and International development (Jamaica and Ukraine)
- Feasibility analysis, strategy articulation and organizational design.
INDIGENOUS CAPTIAL GENERATION – A Canadian Mining Client in Central America
- Design of an economic and social program wherein the investment disbursement lines of the mining company were directed to revenue of indigenous, newly organized commercial enterprises within the mining region.
- Economic and social costs and benefits were quantified.
INTERNATIONAL DEVELOPMENT FINANCE – Industrial Cooperation Division, Canadian International Development Agency (CIDA)
- Development of a Guide to Canadian Investment in Zimbabwe at independence. This engagement included a high technical level of project identification, economic analysis, Project management and data collection.
- As well, sensitive negotiations with senior levels of the Zimbabwean government were undertaken, principally in the Ministry of Finance and with national banking and financial institutions in the country. Follow-up work included organization of the first Zimbabwean Ministerial Mission to Canada and arrangement of joint ventures.
INTERNATIONAL RURAL DEVELOPMENT – For the Governments of Canada and Nepal respecting the Kharnali Bheri Region of Western Nepal
- Critical analysis of a proposed seven (7) year capital plan respecting integrated development encompassing road and energy infrastructure, forestry, food processing, distribution, public safety and education.
- Development of a fifteen (15) year implementation program.
- Expression of the final result in terms of the approved logical constructs and outlines issued by the Canadian International Development Agency.
CONFIDENTIAL – Investment Strategy
- Economic development and financial analysis to assess the feasibility of extending an existing United States Investment and Joint Venture Program in the Eastern Caribbean to include Canadian participation.
- This engagement included a strategic review of program design, economic, financial and social assessment of the likely impact in Canada (in strategic and operational terms), and development of detailed recommendations.
LOGISTICS – For the Canadian International Development Agency (CIDA) Central and Southern Africa Bilateral Aid Programs
- Development of an evaluation design to measure social and economic impacts of the Zambia Fisheries Feeder Roads Project in the Northern Provinces.
- CIDA had invested thirty-five million dollars ($35,000,000) over a period of five (5) years in the design, construction and commissioning of an entire road system, all for the purpose of enhancing income amongst primary producers in the fishing industry.
- Matters of effectiveness, efficiency, finance, economic and social impact and capacity building were incorporated in the evaluation design.
- This project required extensive data collection within the lake systems of the Northern Provinces, Canadian First Nations fishing expertise was applied.
CONFIDENTIAL – Logistics – Indigenously-Owned Super Travel Centre
- Detailed planning and specification for capital sourcing and application to create an advanced Canadian based Super Travel Centre, serving long-distance highway hauling, complete with an extensive range of services (truckers lounge, restaurant, refueling – hydrogen fuel cell, batteries, diesel, gasoline).
CONFIDENTIAL – Mining – For a Leading Canadian Gold Mining Firm
- Development of a plan of operations for a fully integrated mining development project in Costa Rica where mining development expenditures were designed to finance the emergence and growth of Costa Rican small business suppliers to the industry. This engagement focused on development of Costa Rican businesses owned by women, the appropriateness of scale and quantity of investment capital and training.

- Identification of six potential silver mine acquisitions in India, assessment of each potential acquisition, further identification of the potential for joint venture silver mining operations through strategic partnering and development of detailed recommendations for implementation.

- Generation of expansion capital for a very well established and specialized company, continually in business for 75 years.
SPENT NUCLEAR FUEL TRANSPORTATION AND STORAGE – Economics and Finance – For an Integrated Aboriginal Joint Venture Logistics Company
- A state-of-the-art analysis of technologies applicable to the transportation and safe storage of spent nuclear fuel.
- Given the magnitude of financial requirements, the time dimension and cultural considerations, the initial output of analysis was the organization and delivery of a proprietary technical symposium led by world experts on a variety of topics related to collection and storage of spent nuclear fuel, and the interests of Aboriginal people.
- The secondary output was a detailed scope analysis leading to investment in the industry.
TRADE – Capital Schedules, World Trade Centre, Toronto (WTC)
- Design and management of a joint project with WTC to develop a Guide to Malawi for foreign investors.
- This assignment required identification of investment opportunities in the country, assessment of investor confidence, and liaison with international funding bodies including merchant banks.

- Project identification and analysis respecting medium and large-scale investments in the manufacture and operations of public sector transportation systems, in various countries including but not limited to Jamaica, Zimbabwe, the Turks and Caicos Islands, Malawi, Mozambique and South Africa.
WOOD FIBRE – Canada, Department of Energy
- For industry applications to the Department of Energy respecting contributions under provisions of the F.I.R.E. Program, development of economic and financial impact guidelines for evaluations of said applications.
- This analysis included the development of case studies for use by industry applicants, the undertaking of discounted cash flow analyses, and definition of broader social and economic impact criteria.

- Generation of capital in the mid nine figure range, for a fully integrated wood fibre processing facility encompassing value added products to optimal revenue levels using wood fibre feed stock in excess of 1,000,000 cubic meters annually.
